    TRAI proposes cut in broadband rates for public Wi-Fi




    NEW DELHI: The Telecom Regulatory Authority of India (TRAI) has proposed reducing broadband connection rates for Public Data Offices (PDOs) under the PM-WANI scheme. According to TRAI’s recommendation, the broadband tariff for PDOs should not exceed twice the rate applicable for retail broadband services.
    This initiative aims to address the high costs that have hindered the growth of public Wi-Fi hotspots, which have fallen short of the government’s targets. PDOs, typically local shops, retailers, and storekeepers are key players in deploying public Wi-Fi hotspots under the PM-WANI program.

    “The Authority proposes a revised Draft Telecommunication Tariff (71st Amendment) Order, which prescribes that the broadband tariff (FTTH) for PDOs under the PM-WANI scheme should not exceed twice the tariff applicable for retail broadband (FTTH) services of corresponding capacity offered by service providers,” TRAI stated in a press note.
    Launched in 2020, the PM-WANI scheme aimed to set up public Wi-Fi hotspots across the country through PDOs, which could even include local kirana shops. The goal was to democratise access to the internet by offering affordable broadband through public hotspots.

    However, the program has struggled to reach its full potential due to the high cost of leased line connections charged by Telecom Service Providers (TSPs) and Internet Service Providers (ISPs) to PDOs.
    As of July 22, 2024, India has seen the deployment of 207,642 PM-WANI hotspots, along with 199 PDO Aggregators (PDOAs) and 111 app providers.
    Despite this progress, the number of hotspots remains far below the targets set in the NDCP 2018 and the Bharat 6G Vision documents. According to TRAI’s calculations, internet leased lines (100 Mbps) cost 40 to 80 times more annually than retail broadband connections (100 Mbps).

    Elon Musk’s SpaceX is set to bring its Starlink satellite internet service to India through two major telecom giants— Jio Platforms and Bharti Airtel. While both companies have announced agreements with SpaceX, regulatory approvals remain a key hurdle before operations can begin. Starlink’s low Earth orbit (LEO) satellite network promises to revolutionise internet access, especially in rural and remote areas where traditional infrastructure struggles.




    India is poised for a major shift in its internet landscape as SpaceX’s Starlink prepares to enter the market. Both Reliance subsidiary Jio Platforms and Bharti Airtel have signed agreements with SpaceX to offer Starlink’s high-speed satellite internet services in the country. However, before Indian consumers can access the service, SpaceX must secure the necessary regulatory approvals.

    The arrival of Starlink has long been anticipated, especially given India’s connectivity challenges. While urban areas enjoy high-speed fibre broadband, rural and remote regions remain underserved. Starlink’s satellite-based technology aims to bridge this gap by providing direct internet access from space, bypassing the need for extensive ground infrastructure.

    Starlink Plans and Speeds: What Can India Expect?

    Although Starlink’s plans for India haven’t been announced yet, we can look at Bhutan’s pricing and speed models, as reported by Business Today, as a reference for what might be expected.

    Bhutan’s Starlink Plans:

    Residential Lite Plan – Nu 3,000 (₹3,001 approx.) per month
    Speeds: 23 Mbps to 100 Mbps
    Suitable for casual browsing, social media, and video streaming.

    Standard Residential Plan – Nu 4,200 (₹4,201 approx.) per month
    Speeds: 25 Mbps to 110 Mbps
    Offers unlimited data usage for gaming, HD streaming, and video conferencing.

    If Starlink launches in India, it is likely that pricing and speeds will be competitive with other satellite broadband providers like Bharti-backed OneWeb and Jio-SES. Given the 30% higher taxation on foreign digital services in India, Starlink’s plans could be slightly more expensive than in Bhutan, potentially starting at around ₹3,500-₹4,500 per month.




    What is Starlink and how is it different?

    Starlink operates a network of low Earth orbit (LEO) satellites, delivering high-speed internet with low latency. The service is already available in several countries and has been particularly beneficial in areas with limited access to traditional broadband.

    For India, the potential benefits are significant. Currently, internet penetration stands at around 47%, leaving over 700 million people without reliable access. Rural connectivity remains a major challenge due to the high costs and logistical difficulties of laying fibre cables and building mobile towers. Starlink’s satellite internet could provide speeds of up to 220 Mbps, making it a viable solution for remote areas.




    How does Starlink Work?

    Unlike traditional broadband services that rely on underground fibre cables or cellular towers, Starlink uses a network of LEO satellites to provide internet access. As of January 2024, SpaceX has deployed nearly 7,000 Starlink satellites, with Elon Musk confirming plans to upgrade the network every five years with newer technology.

    How it connects:

    Users require a Starlink dish and router, which communicate with the satellites orbiting Earth.
    The dish automatically aligns with the closest Starlink satellite cluster, ensuring uninterrupted connectivity.

    Starlink is designed for fixed-location use, but with additional hardware, it can also support internet access in moving vehicles, boats, and aircraft.




    Airtel and Jio’s Competing Strategies

    Bharti Airtel and Jio Platforms are taking different approaches in their partnership with SpaceX. Airtel’s agreement with Starlink focuses on using the technology to complement its existing broadband services and expand connectivity in rural areas. Jio, on the other hand, plans to integrate Starlink into its broadband ecosystem and offer it through its retail and online channels.

    Mathew Oommen, Group CEO of Reliance Jio, highlighted the company’s vision, stating, “Ensuring that every Indian, no matter where they live, has access to affordable and high-speed broadband remains Jio’s top priority. Our collaboration with SpaceX to bring Starlink to India strengthens our commitment and marks a transformative step toward seamless broadband connectivity for all.”

    Airtel has not released detailed pricing or rollout plans yet, but analysts expect the company to leverage its vast distribution network to make Starlink more accessible.


    Regulatory Hurdles and Pricing Challenges

    India’s strict telecom and space regulations pose a significant challenge for Starlink. The company must secure multiple approvals, including spectrum allocation, local data storage compliance, security clearances, and landing rights. Previously, Starlink faced regulatory setbacks when it attempted pre-bookings without obtaining proper licences.

    Cost is another major factor. Starlink’s one-time hardware fee of ₹25,000-₹35,000 and monthly subscription cost of ₹5,000-₹7,000 are significantly higher than India's broadband average revenue per user (ARPU) of ₹400-₹600. To gain mass adoption, SpaceX may need to develop an India-specific pricing model or collaborate with government initiatives focused on digital inclusion.     The presence of a satellite-based competitor could force domestic internet service providers to improve service quality and reconsider pricing strategies. Currently, India’s fixed broadband costs range between ₹700-1,500 per month, and Starlink’s higher pricing may initially limit its reach. However, as technology advances and costs reduce, satellite internet could become more competitive.

    A New Era of Digital Inclusion

    Beyond consumer broadband, Starlink’s presence in India could transform key sectors like education, healthcare, agriculture, and disaster management. Remote villages, Himalayan regions, and island territories could gain reliable connectivity for the first time, enabling telemedicine, online education, and better emergency communication services.

    While affordability and regulatory approvals remain key hurdles, Starlink’s partnership with Airtel and Jio signals a shift towards more inclusive digital access. Whether this move benefits millions of Indians in the long run depends on how effectively the technology is implemented and whether pricing strategies align with the needs of Indian consumers.

    As the regulatory process unfolds, all eyes are now on how SpaceX, Jio, and Airtel navigate this new phase in India’s digital evolution.
