The 21-year-old has impressed over the past two seasons, scoring 22 goals in 69 league appearances for his club Pachuca.
Reports from Univision in Mexico suggest that any potential deal will see the striker go on loan to Eindhoven, where he will stay for two seasons.

Alexis Sanchez remains a key Manchester City target but the club are yet to make an official approach to Arsenal, Sky sources understand.
The Gunners have as yet been unable to persuade the 28-year-old Chile international - who scored 30 goals for the club in the 2016/17 season - to sign a new contract beyond his current deal which expires in a year.
Sanchez said he would leave his future in the hands of his agent as he prepares for this month's Confederations Cup with his national side, as both City and Bayern Munich hope to learn of the forward's plans once he returns from international duty.

Aston Villa are interested in signing John Terry, according to Sky sources.
Villa manager Steve Bruce was playing golf with Terry in the Algarve at the weekend, where they talked about the availability of the former Chelsea captain to bolster their chances of promotion from the Championship next season. It is thought Terry is open to the idea.

AC Milan have announced the signing of Andre Silva from Porto for an initial fee of €33m (£29.1m).
The 21-year-old Portugal international underwent his medical with Milan on Monday before putting the finishing touches on his move.
The fee for the sought-after striker, who scored 21 goals for Porto last season, could end rising to €40m (£35m), the Portuguese club said on their website.

Atletico Madrid have confirmed that Antoine Griezmann has signed a new contract with the club until 2022.
An Atletico statement read: "Atletico Madrid have reached an agreement with Antoine Griezmann to extend his contract by one more season.
"The French striker has signed his new contract with the club, which extends now until June 30, 2022."

Alvaro Morata’s representative says Real Madrid have rejected an offer for the forward from AC Milan, while he labelled Manchester United as “very interesting”.
Morata, who returned to the Bernabeu from Juventus last year, is expected to leave the Spanish capital this summer in search of a greater first-team role elsewhere.
The Spain forward’s agent Juanma Lopez spoke to Calciomercato about interest from two suitors.
He said: “Milan? Yes, we have had frequent contact in these days, I can confirm it. Real Madrid have rejected the offer from the Rossoneri club.
“Manchester United? It’s a club with charm, a very interesting option. I can only say that it is very interesting and now the decision is up to [Real] Madrid. We’ll see.”

Sunderland have agreed a fee totalling £30m with Everton for goalkeeper Jordan Pickford.
The Toffees had an opening bid knocked back last week, but have come back in with another which relegated Sunderland have accepted.
Sky sources understand the fee will include a number of add-ons over the course of a long-term contract, with Sunderland guaranteed £25m, with an additional £5m in appearance related add-ons."
