UAE haven?t requested any special flights.
UAE said they will do the test and will allow to travel back only who confirms negetive. and will use emirates or other flights for transportation.
What required is landing permission.

Basically people who travel back will not have any COVID since test is already done

The problem here is that the date about resume of international air traffic is not yet confirmed.
The problem is just just keeping in denial of any requests

Govt can deny passport for valid reason or breaching some conditions not for just travelling to India

That is not possible at all
first of false negative..at least two confirmatory needed..
second even if some body tested negative next second they may be infected ..at least few will be there in flight who are presymptomatic and asymptomatic ..they will cross infect rest of people in flight...
if some body really care about the self and there loved ones in Kerala ..it is not the time to travel
regarding those people without job respective country should take care in this situation..here in Canada million s of peole on visit visa ,student visa work permit etc..govt take care of all though not citizens ...not beacuse Canada have money ..because of practicability and human consideration...debt now countries like Canada is going to make will be carried over generations...still govt care,..but in countries like uae ...govt don?t want want to do that....in the peak of pandemic millions of people travelling will be a disaster...

Very less chance of infecting other ..specialy for healthy people virus shedding will be fast .but better to wait until symptoms disappear completely ..so that active virus won't remain on body to infect others ..for some people virus pcr test may be positive for long time ..that may be just inactive virus fragment left in body... not harmful to others ..
