HTC is good. HTC Sense is one of the best User Interfaces. HTC Explorer is a decent phone. But you cant expect top-end performance from this phone.
Most of the HTC phones have battery issues.

if you are looking for an entry level android phone, then explorer is a good choice. it is better than galaxy y. the battery gets discharged very fast with most of HTC phones.
