Dont think its based on Dth viewership only . I think they have installed monitoring sevices in house holds all over india for both dth & cable networks. But sample size is very small & external pressure from broadcasters on these samples size to gain on advertisements will be there for sure.

"Trai has said that the rating agency should be mandated to increase the sample size from the existing 44,000 meters to 60,000 by the end of 2020, and 100,000 by the end of 2022"
