(Text of the letter addressed to Ms J Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu by Chief Minister Oommen Chandy on 1-12-2011)
The stability of Mullaperiyar dam has always been a source of anxiety in Kerala. However, in the past few days anxiety has given way to panic. The immediate cause of this panic is the repeated tremors experienced in the vicinity of the Mullaperiyar dam. There have been 26 tremors of different magnitudes in this area since July 2011. I enclose the details of these tremors for your information. The highest magnitude recorded is 3.8 in the Richter scale. A scientific study done recently by IIT Roorkee has concluded that the dam will not survive an earthquake of a magnitude of 6 in the Richter scale. With this heightened seismic activity in the area close to the Mullaperiyar dam, it is only natural that there would be anxiety and panic in the State.
Kerala has held the consistent view that water level of 136 ft in the dam is unsafe. With continuous rains in the catchment area, the water level has been over 136 ft for several days. Another study by IIT, Delhi has conclusively argued that prolonged water level in the dam over 136 ft would lead to overtopping and consequential collapse of the dam. These two factors together have aggravated the situation.
In the event of the dam giving way owing to any of these factors or a combination of these factors, the flood waters will gush downstream devastating the districts of Idukki, Kottayam, Pathanamthitta, Alapuzha and Ernakulam. The estimated causalities are a few million. What is more important than the lives of people? How can we sit idle when faced with such grave threat of fearful magnitude ? Who can guarantee that no untoward event would happen ?
Government of Kerala is trying to do everything possible to mitigate the disaster. I appeal to you to take urgent and effective measures to bring down the water level to 120 Ft. Notwithstanding the legal disputes and technical issues being argued by our two States in the Supreme Court and the empowered committee, water level must be urgently brought down in the context of the increased seismic activity and larger inflow into the reservoir. This will not, however, affect uninterrupted flow of water to Tamil Nadu.
Our two states have wide ranging mutuality of interests and we cooperate on several fronts. We shall not allow this dispute to come in the way of our cordial relationship. This gesture of lowering the water level has great significance. I am sure you would appreciate our anxiety and act accordingly.
May I reiterate our commitment to ‘water for Tamil Nadu and safety for Kerala’. I appeal once again to your statesmanship and goodness and look forward to a positive response.

ChathiyanChanthu, better first understand the politics behind it before jumping in to conclusions. If safety of Dam is the only problem why don't kerala offer tamilnadu the same 999 year lease & rights for the new Dam what they are proposing (Insted of saying we will give water). So the politicians & media got hidden agenda's too that's why they talk things like the 999 year lease is invalid etc. Kerala just want to be bossy here (one of the hidden agenda is grabbing the power generation facility from TN). Blocking tamil movies, trying to bring economic blow to TN are just against the national integrity of India period. EOD we are one country and we don;t want to create vengence and enemity with in our own people.![]()
