Yes, shoe string budget, but the problem was the story and the pacing, not the effects and epicness.
OVVG is still the best epic film in Malayalam. While it dealt with a story that was smaller in scope than Pazhassi, it had much better characters, much better performances (Mammookka was good as Pazhassi but his Chanthu is legendary), it just felt much more epic. And it probably had a budget that was much less than what Pazhassi had.
