we are talking about the lack of preparedness here. it is the governments responsibility and duty to ensure we have taken precautionary measures to face the pandemic. to make sure to have enough oxygen, ventilators, beds, enough covid centers and enough raw materials for vaccines.
as you said people certainly were roaming as the pm and his sahabas were busy campaigning and claiming to have saved the world from covid, the gullible masses believed them.

200 billion rupees is the estimated budget of PM's project to reconstruct central Delhi that houses the prime minister's residence, parliament museum, legislature and other historical buildings... even as vaccine prices and oxygen shortage and farmers protest rage, the construction works are going on in full tandem... if not it won't be ready by 2024 when modi will face elections for a third term... the modern day emperor nero playing fiddle while the city of rome burned down to the ground...

These are the same class of people who spread covid in kerala during election..now kerala have highest no of infection in India also considering population ..kerala also have second highest positivity rate in India in every single day showing massive spread..instead of taking care of own some are busy celebrating death in other parts of jndia...same people celebrated death of people in USA Italy or elsewhere even during 1st wave...
